Is there a free program where I can edit the DVD files and change frame rates and audio without re-encoding?

There's Virtual dub for videos editing.
Not sure if it's useful for what you need.

No, i have that already.  I am looking for a free program for editing VOB's(dvd files) if there is one.  I am hoping there is one where i don't have to re-encode it.

I don't think it's even possible to change framerates without re-encoding the video. In theory yes, but I don't think some program can do it
