Didn't he play an early version of it live on UK TV (The Richard Digance Show) in about 1989??

The date of this radio promo is 25 March, 1991 and according to QueenConcerts.com the date of the appearance on the Richard Digance show is 17 August, 1991. So, yeah, this must be the world début of the track. Which might explain why it became something of a minor hit in the States.

Not necessarily.  Brian started working on his solo album in the 80s... 1987 I believe.
