"Keep Yourself Alive" - when it was realesed it didn't even make the charts. Today, you can find it on "Classic Queen" compilation.
"Tie Your Mother Down" - it was only no.28 in the UK. It flopped probably because punk emerged and Queen were not cool at the moment.
"Good Old Fashioned Lover Boy" - only no.17 in the charts. One of my first favorites from Queen. It's so uplifting!
"Don't Stop Me Now" - ok, it made the top ten, but I think it should have got much bigger recognition at the time. Punk era?
"I'm Going Slightly Mad" - only no.22? As for me - one of the best Queen songs ever. Very, very underrated. I read somewhere that Freddie and Roger were very disappointed when it flopped in Britain.
"The Show Must Go On" - I guess this one finally got an appropriate recognition, although when it was released in October '91 it only made no.16!
"You Don't Fool Me" - maybe even the best song on "Made In Heaven" album. So gently hit song. A big hit in Europe, but only no.17 in the UK.

Tie Your Mother Down and Hammer To Fall. Hammer To Fall still reached #13 in the UK, but I think it was worthy of higher. Those two songs are quintessential Queen rockers, and deserve higher than that!

Although "Don't Stop Me Now" flopped back in 1978, trust me its a big hit today, I know so many 13-18 year olds who are mad on that song, and I don't think none of them are Queen 'fans' either. Also I am amazed why "Was It All Worth It" wasn't released at all.

The Show Must Go On, I'm Going Slightly Mad and some American singles - Queen released there anything you just can imagine, but got no any positive effect.

Innuendo made it to no.1 in the UK, but have you ever heard anyone talking about this song? It's a masterpiece, so much better than BoRhap, not even to mention all those over-rated "stairwaytoheavens". TSMGO is also very under-rated compared with how fantastic this song actually is.

Innuendo beat the record set by Iron Maiden as the quickest song to enter and leave the charts.
I heard Innuendo on the radio the other day, just my local radio station, and the DJ described it as classic Queen, which of coarse it is.

I think that by the time Innuendo arrived on the scene, Nirvana and a herd of cynical, sniveling Gen-X whiner bands had KILLED MUSIC... and so I agree that it's the songs from Innuendo that fared the worse, in light of their strengths: Innuendo, I'm Going Slightly Mad, Headlong, and most especially, The Show Must Go On.

Actually TYMD wasn't even Top 30 single, as I remember it reached No 31, I think it had to be TOP 10 single least.
Other Underrated singles:
KYA (can't understand why it didnt top at all)
Spread Your Wings - No 34, it had to be Top 20 single least
DSMN - surely it had to be Top 5 single least
LOML - No 63?????? I'm not sure it could be very huge hit, 'cause it's from 75 album, but was released in 79, but it had to be TOP 20 single for sure.
Save me - No 11??? TOP 5 single for sure.
WWTLF - 24??? TOP 10 single least.
Miracle - No 21. TOP 10 single for sure.
TSMGO - No 16 (actually it did reach No 24, but after Freddie's death it re-entered the charts at No 16) - it had to be No 1 least for sixteen weeks in a row!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Also I think such masterpieces as WATC, CLTCL, RGG, IWTBF, AKOM, IWIA had to be No 1 hits, so they are somewhat underrated too.
